A Conversation with the President of the Senior Care Pharmacy Coalition 

The political landscape is shifting, and long-term care (LTC) pharmacies are feeling the impact. In episode 21 of FrameworkFocus™, Scott Beatty, President of SoftWriters, sits down with Alan Rosenbloom, President & CEO of the Senior Care Pharmacy Coalition, to discuss the key policy challenges facing LTC pharmacies in 2025. From the effects of the Inflation Reduction Act and ongoing Pharmacy Benefit Manager (PBM) reform efforts to the push for LTC at Home and the looming threat of NADAC payment changes, Alan breaks down what’s happening in Washington and what it means for LTC pharmacies nationwide.

Rosenbloom said educating Congress about Long-Term Pharmacies has been crucial to seeing legislative success, as seen in some of the pending PBM reform, though he admitted there is a long way to go. Rosenbloom said that lobbying and grassroots movements over time are essential to the work of the SCPC.

“This is where pharmacies can really be helpful, and pharmacists can be really helpful,” Rosenbloom noted. “The more we can connect the dots to people who are the communities that the members of Congress serve, the more likely we are to be able to leverage the combination of what we’re doing in Washington and those local relationships to drive policy change.”

Another impactful initiative Rosenbloom has been working on recently is the Alliance for LTC Pharmacy at Home. This group is trying to improve access to long-term care services at home. Rosenbloom said the biggest question, when it comes down to it, is how to get LTC pharmacies paid for at-home dispensing and construct a legal basis for this.

“Whether you’re an LTC Pharmacy leader, a broader healthcare provider, or just an advocate for senior care, stay informed and engaged in these critical policy decisions,” Beatty added. “The best way to do this is by joining the Senior Care Pharmacy Coalition.”

About Alan Rosenbloom

Alan G. Rosenbloom serves as President & CEO of the Senior Care Pharmacy Coalition (SCPC), the only trade group in Washington dedicated exclusively to long-term care pharmacies' political and public policy interests. He helped a small group of pharmacies create SCPC in October 2014.

During his tenure, SCPC convinced CMS to provide regulatory relief for LTC pharmacies during the COVID-19 pandemic, persuaded the FDA and CMS to cooperate to ensure that LTC pharmacies could break boxes of insulin pens despite changes in FDA package labeling, convinced Congress to craft LTC pharmacy exemptions from provisions of various opioid control legislation that would have hurt patients in LTC facilities and created Congressional and administrative pressure on PBMs to prompt market solutions to MAC pricing that threatened LTC pharmacy survival. He currently focuses SCPC’s efforts on PBM reform and relief from the unintended consequences of policy-driven drug price cuts on LTC pharmacy economics and the secondary effects on LTC patients and facilities.

Since founding SCPC in 2014, Alan has tripled membership and more than quadrupled revenues. SCPC represents more than 400 LTC pharmacies caring for more than one million residents in skilled nursing facilities, assisted living communities, and other LTC settings in all 50 states. Alan has spent his entire professional career in health care, including stints as President of the Alliance for Quality Nursing Home Care, President and CEO of the Pennsylvania Health Care Association, and Acting President, Executive Vice President, and Chief Operating Officer of LeadingAge. He began his career as a healthcare lawyer in Philadelphia, focusing on representing long-term providers.

Alan received a Juris Doctor from the University of Pennsylvania, where he served as Associate Editor of The Law Review and also studied public policy at the Wharton School. He received his undergraduate degree from the University of Massachusetts, graduating summa cum laude with a degree in English literature.
